Position:

The ACLU of Arkansas is seeking a talented and experienced policy and advocacy strategist with experience developing and implementing advocacy campaigns, analyzing and developing policies, and advocating to state and local elected officials; strong organizational skills, and a collaborative approach to advance our proactive and defensive policy and advocacy work. The strategist will work with the Policy Director to enhance our efforts in shaping public policy to protect civil rights in Arkansas, while building coalitions to support and advocate for those policies. We need a strategic thinker with a passion for our mission, a vision for applying differing policy and legislative approaches to reach organizational goals, and a meticulous approach to conceiving and executing plans of action.  The strategist will leverage external, internal, and cross-departmental resources to make a positive impact for the civil liberties and civil rights of Arkansans.

Work Hours:

  • Exempt, Full-Time. Standard office hours are 8:30AM to 5:00PM Monday – Friday.
  • During times of high demand for our affiliate - for example, during busy legislative sessions - the person in this role will be expected to work evenings and weekends as necessary, with flexibility after busy time periods.

Key Job Duties:

  • Proven ability to work independently, organize, and manage multiple projects with competing deadlines on a tight timeline, while maintaining a strong attention to detail.
  • Work with the Policy Director to develop and implement the ACLU-AR's legislative agenda utilizing appropriate strategies and tactics; lobby members of the legislature, their staff and the Governor's office; analyze and track legislation that affects civil liberties, draft amendments, prepare and deliver testimony, and identify opportunities for support of ACLU issues across party and ideological lines.
  • Build and maintain relationships with varied and diverse stakeholders, including people impacted by our work, community members and leaders, coalitions, allied organizations, issue experts, elected and appointed officials, staff, policy makers and related governmental bodies and leaders.
  • Coordinate and collaborate with staff to plan and implement effective multi-disciplinary and integrated advocacy policy initiatives, involving a combination of legislative, legal, communication and organizing strategies.
  • Prepare policy materials in collaboration with other team and department members, including action alerts, talking points, issue briefs, reports, op-eds and updates for our supporters and the public.
  • Increase public and impacted community awareness of, and opportunities to engage in, civil liberties issues and engage in public education activities that reach a wide variety of audiences
  • Work collaboratively with the national ACLU and other ACLU affiliates and our supporters and allies to advance policy campaigns.

Requirements:

         Education:  B.A. required, J.D. strongly preferred; demonstrated understanding of           the range of civil liberties issues and commitment to advancing the ACLU's values,           mission and goals.
 

  • Experience:
    • Strong demonstrated experience in political, legislative, or policy related work, preferably in Arkansas. Knowledge of the legislative process at multiple levels of government, as well as the ability to think strategically and work across party lines. Excellent advocacy, consensus-building, coalition-building, and leadership skills.
    •  Successful work with people in marginalized or impacted communities. Understanding of and commitment to social change through building the capacity and power of marginalized people to support their communities and to participate directly in changing public policies.
    • Commitment to the highest ethical standards of lobbying and professionalism.

Preferred Qualifications:

  • Significant campaign management or project management experience - must be able to craft effective goals for legislative or political work and build and implement plans to meet those goals.
     
  • Direct lobbying experience at state legislatures; demonstrated experience drafting and amending legislation.

 

Salary Range: Starts at $70,000.  Salary commensurate with experience.
