SERVE IN THE WHITE HOUSE
The FAS Day One Talent Hub is seeking a fellow to serve at the Council for Environmental Quality (CEQ) for a 1 year term (with potential opportunity to extend).
As the new Deputy Director for Environmental Justice Data & Evaluation at the CEQ, you will play a key role in addressing past and present environmental injustices at the federal level. The significant responsibilities of the Deputy Director include advising CEQ leadership and other senior officials in the Executive Office of the President (EOP), in addition to coordinating environmental justice data initiatives and policies within the Executive Branch.
WHAT YOU’LL BE DOING
- Coordinating, tracking, implementing, and overseeing data and evaluation efforts to address needs and gaps related to: current and historic environmental injustices; the disproportionate impacts of pollution on marginalized, underserved, and overburdened communities; and the need to provide these same communities with greater input on federal policies and decisions;
- Acting as a liaison with Tribal, State, and local governmental representatives, and Congressional offices on environmental justice issues as it relates to matters of data and evaluation;
- Coordinating working groups, conversations, or opportunities related to environmental justice data and evaluation issues and opportunities with other federal agencies, including through the White House Environmental Justice Interagency Council, and with the United States Digital Service, the Environmental Protection Agency, the Department of Energy, the U.S. Department of Agriculture, the Department of the Interior, and other agencies, including those within the Executive Office of the President;
- Assisting with public engagement and outreach efforts, including around capacity-building and technical support, to environmental justice leaders and marginalized communities to advance data and evaluation needs that meaningfully represent their lived experiences;
- Preparing Congressional testimony, assisting in responding to Congressional requests, and analyzing proposed legislation on issues relevant to environmental justice data and evaluation; and
- Advising the CEQ leadership, the White House, and members of the Executive Office of the President on environmental justice policy issues related to data and evaluation, including in key presidential priorities such as the Climate and Economic Justice Screening Tool (CEJST), an environmental justice scorecard, and other opportunities as they arise.
YOUR BACKGROUND AND ABILITIES
- Experience in interpreting and implementing data and evaluation techniques in a variety of federal laws related the environment, public health, and environmental justice;
- Technical policy expertise in environmental justice, environmental health disparities, community-based participatory research, advanced data and software techniques, equitable and collaborative evaluation methods;
- Ability to organize and coordinate environmental policy development related to data and evaluation and advise CEQ leadership and others;
- Ability to assume a leadership position in dealing with representatives of federal agencies, Congress, State, local, and Tribal governments, and members of the public on behalf of CEQ;
- You feel comfortable performing a wide range of assignments with limited supervision, in a fast-moving environment, producing technically accurate work products without a detailed review;
- You use your judgment and ingenuity to interpret the intent of available guidelines and evaluate and interpret policies, projects, and studies, and develop a range of alternatives for the solution of policy problems.
This fellowship will provide a salary that accounts for the cost of benefits for the entirety of the fellowship duration at an annual rate ranging from $160,000-$176,300 per year, commensurate with experience and education.
ADDITIONAL POSITION INFORMATION
Incumbent will be subject to a Single-Scope Background Investigation (SSBI) or Tier 5
equivalent investigation which must be favorably adjudicated.
