About The Role
The Director of Programs is responsible for the overall management of various programs in one program location to which he/she is assigned. The Director of Programs fulfills the goals of the organization, by following established policies and procedures, by ensuring compliance with all funding source requirements, and by following all guidelines that are outlined in the Standard Operating Procedures Manual.

Essential Duties and Responsibilities 

Execution of Program Services
• Assists in implementation of various assigned programs. Supports Chief Program Officer (CPO) in developing strategies and program design.
• Ensures compliance with all contracts and statements of work.
• Provides direct supervision for programs assigned.
• Develops and approves, program goals and objectives on an annual basis.
• Supervises and monitors the implementation and ongoing use of approved curricula for programs.
• Develops and maintains effective client services and reporting in compliance with VOA-TX program and funding source requirements.
• Audits as needed, client files, client logs, Standard Operating Procedures, etc., and reports any deficiencies back to staff.
• Assists in maintaining and responding to reporting requirements of the sponsoring agencies.
• Develops and maintains positive relationships with all funding sources, regulatory and other community agency representatives.
• Promotes an organizational culture that fosters passion for the mission, cooperation, open and frequent communication, teamwork, and is in alignment with the organizational vision.
• Attends all required meetings and trainings.
• Organize program meetings and document meeting notes.
• Performs other duties and special assignments as directed.

Financial Management
• Responsible for cost center management for the facility/program which includes budget preparation, monitoring/review, and monthly forecasts.
          o  Manages financial activities of program and budget line item expenditures.
          o  Ensures management of the program’s resources within budget.
          o  Reviews and approves expenditures within budgetary guidelines.
          o  The expectation is for the program to operate within budget.
• Assists in preparing operational plans, if necessary, to address significant changes to client count, revenue and/or expense.
• Collaborates with CPO to sustain, promote, growth of programs and services
• Within the scope of responsibility, adheres to billing for services, P-Card documentation.

Supervisory Responsibilities
This position requires supervision of subordinates that supports, motivates, and empowers the members of his/her team. Ensures that all departmental human resources responsibilities are met including hiring, firing, staff training, career development, succession planning, equal employment opportunity, health and safety issues, evaluations and performance management for all staff operating each of the distinct programs. This includes planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints, and resolving problems.

EDUCATION and/or EXPERIENCE:
  • Bachelor's Degree in a Human Services or related field with four years of transferable and supervisory experience.

CERTIFICATES, LICENSES, REGISTRATIONS
Valid Texas drivers’ license with clear MVR record  and meets requirements to be insured.

OTHER
  • Time commitment: 40+ hours per week
  • Must be willing to work some evenings and weekends (flexible work scheduling to meet needs of organization/clients) 
  • Some travel may be required both in and out of state
  • Criminal and educational background check required
  • Must use personal (non-agency) vehicle for transportation
  • If driving frequently for VOA-TX business must possess 1 - MVR background check (good driving record) 2 - Valid Texas driver’s license 3 - Proof of Insurance
